The Siena Group LLC (TSG) Seaport-e Background TSG was awarded Contract Number N00178-15-D-8409 under the Seaport-e FY14 Rolling Admissions.
Seaport-e Background In 2002, the Chief of Naval Operations (CNO) promulgated Seapower 21. Seapower 21 provides a framework to align, organize and integrate the U.S. Navy to meet the wide variety of challenges that lie ahead. The CNO called upon the entire Navy to find ways to become more efficient and effective. To meet Seapower 21 objectives and to increase efficiency, the NAVSEA Warfare Centers established the Seaport Enhanced (Seaport-e) Multiple Award Contract (MAC) vehicle, using a web-based, e-business procurement Portal, to facilitate performance-based service acquisition, leverage buying power, improve business intelligence and reduce cycle time. In October 2004, the Virtual SYSCOM Commanders formalized an agreement to expand the ordering community of Seaport-e to include all Virtual SYSCOM activities and to leverage the success of SeaPort-e in achieving the aforementioned objectives across the Virtual SYSCOM. Additionally, other activities, including the Military Sealift Command, Strategic Systems Programs, Office of Naval Research, and the United States Marine Corps have chosen to use SeaPort Enhanced.
Scope of Contract The Contractor shall, in response to task orders issued under this contract by the Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Command, Strategic Systems Programs, Office of Naval Research, and the United States Marine Corps, provide services that potentially span the entire spectrum of mission areas supported by the activities and technical capabilities that comprise the various ordering offices, as well as provide professional support services to the overall Navy, and Marine Corps organizations. Services within the functional areas identified below, may be performed under this contract for new product areas, programs, or missions, which are assigned to these activities during the life of the contract. Additionally, activities may provide limited support under this contract to other Department of Defense (DoD), non-DoD, or Joint agencies for work that is integrally related to product areas and mission.

TSG has cultivated depth and breadth of technical expertise in various Seaport-e Functional Areas in support of numerous clients (including Department of Navy customers/order activities) over the past 9 years.
3.18 Training Support TSG personnel are accomplished educators and trainers. They have designed, developed, authored and taught approximately 100 different seminars in the contracting arena ranging from “Introduction to the FAR” to “Specification Development” to “Preparation of the Procurement Request Package” and “Government Financial Systems”. They also have over 20 years of teaching experience for several universities at both the graduate and undergraduate levels.
Over the past 9 years, TSG has worked under contracts at the Naval Air System Command at Patuxent River (“NAS Patuxent River”) to provide high-level government contracting courses on an in-resident basis to acquisition workforce personnel of the US Navy and US Marine Corps. Most notably provided is a Contracting Officer’s Representative (“COR”) course that is required for those individuals that will be acting as a COR with respect to government contracts. This course provides CORs, who are responsible for assuring that contractors perform in accordance with the terms and conditions of the contract, the breadth of knowledge required to handle critical pre and post-award responsibilities.
In 2012, in accordance with an Office of Federal Procurement Policy mandate, TSG undertook the rigorous process to (i) as a commercial vendor, become certified as an Equivalent Provider to the Defense Acquisition University (“DAU”), and (ii) ensure that the above-described COR course be certified as an Equivalent Product to the DAU’s COR course.
After TSG's academic policies and personnel were evaluated by the American Council on Education (“ACE”), the Equivalent Provider certification was granted.ACE then evaluated the learning objectives, course materials, instructors, and assessment tools. Similarly, the COR course was certified as an Equivalent Product. This course was one of only about 7 in the country (at such time) with such certification.
3.20 Program Support For the training efforts at NAVAIR, TSG performs various program management functions. TSG's commitment to quality and attention to detail has also resulted in a 100% accuracy rate with respect to with regard to all of the SF 182 invoices and payment procedures for this effort.
Through our emphasis on quality, we are proud to say that every COR class provided over the past 9 years under these contracts has been (a) on the scheduled dates, (b) within the scheduled amount of time, (c) within the agreed cost parameters, and (d) at an incredibly high level of quality as evidenced by the evaluations we receive from our client and students.
3.11 Quality Assurance (QA) Support TSG has performed Quality Assurance Support for various customers. TSG provides assistance on matters relating to Construction Quality Assurance and Project Management on various construction (e.g., restoration and/or remediation) projects.
3.16 Logistics Support TSG personnel (contingent) have over thirty years devoted to understanding the fields of logistics, transportation, education and on mentoring others on the value within supply chains. Recognized excellence in teaching and developing professionals, demonstrated ability to recognize and quantify value in supply chains, as well as proven capability in analyzing financial statements and strategies to understand the customer’s competitive landscape.
3.2 Engineering, System Engineering and Process Engineering Support TSG personnel (contingent) have extensive system engineering experience and technical expertise, particularly with the US Army.
